It was said that Google will penalize and blacklist your website if you use hidden content to enhance SEO. So I don't recommend this method.

If you insist to do so, you can use CSS tricks, for example: Accessibility/SEO Friendly CSS Hiding

OK, after your phone call, I got your idea. You want to show only "part" (the first line) of those names of cities, and other names only can be seen by scroll down that small scrollbar.

This is very simple to implement by CSS:

Since your cities were input via Custom HTML module, so it is possible to assign unique CSS ID to that paragraph. For example, I surrounded your cities names with a DIV which id=cities. Then, add following CSS to your template.css file:
#cities {
  height: 30px;
  margin-bottom: -140px;
  overflow: scroll;
}

I had verified with Firebug, this works.

I had already done this for you. Just check it.
